WRC-19 PREPARATIONS

Aruna Sundararajan is India's Telecom Secretary and Chairman of the Telecom Commission. A 1982 batch IAS officer from Kerala Cadre, Ms Sundararajan, is one of the most senior civil servants of the Indian Administrative Service (IAS) in the country. Ms Sundararajan has over three decades of experience in a variety of leadership roles in the Central and State Governments, especially in Economic and Development Administration, Investment Promotion and IT/Telecom Domains.

Shri Shiwa Shankar Singh is Member (Technology) at Department of Telecommunications, Govt. of India. Mr Singh is B.E. (Electronics & Comm.) in 1979 from University of Roorkee and M. Tech (Control Systems) in 1981 from IIT Kanpur. He has worked for ISRO at Bangalore for four months from Feb 1982 to May 1982. He joined DOT on 01-06-1982. He worked in Transmission projects for about six years as ADE, DE and Director. It included installations of UHF, Microwave and OFC systems of various capacities. He also worked in Long Distance Maintenance for about one year. He worked in BSNL Corporate office for about two years and was associated with planning of transmission media (Radio, OFC, Satellite) & TAX (Trunk Automatic Exchanges) for entire India – for BSNL.

Mr. Bharat Bhatia has over 43 years of experience in Telecom and ICT policy, regulations and spectrum management.

Mr. Bhatia is the President of ITU-APT Foundation of India and the founder President of the Core Group of Telecom Industries Association of India (CTIA).

Mr. Bhatia currently heads International spectrum and Regulatory team at Motorola Solutions’ Government Affairs and leads a global team of Spectrum and regulatory resources in Motorola Solutions.

Mr. Bhatia is also the Chair of the Public Safety and Disaster Relief communications -PPDR working group under the ITU-R study group 5D .as well as the Chair of the APT Task Group on -PPDR and Earlier he was also the President of TEMA (Telecom Equipment Manufacturers Association of India) and a Vice President of Association of Telecom Industries of Singapore (ATIS). Mr. Bhatia is an expert on spectrum, ICT Policy, Regulations, public safety and emergency and disaster relief communications. Mr Bhatia works closely with many Asian, European and African governments on issues of Policy and regulations concerning PPDR, Spectrum, ICT technologies and services. Mr. Bhatia has attended all world radio Conferences for last 20 years as well as all meetings of ITU and APT related to mobile services and IMT.

Mr. Osamu Kamimura is Vice President and Head of Spectrum Policy Office at SoftBank Corp. and is responsible for international standardization and domestic regulatory activities relating to SoftBank's mobile telecommunications business. He has more than 20 years of experience in the mobile telecommunications industry. Based on his knowledge obtained through his experience in several mobile operation companies, he has played a key role in various activities such as the development of ITU-R Recommendations and domestic regulations for "AXGP", which is a mobile telecommunications system based on next generation PHS, enhanced to incorporate LTE technology. He currently leads SoftBank's international standardization and domestic regulatory activities for 5th Generation Mobile Communications System (5G) as well as activities towards future WRC meetings for SoftBank's HAPS project.

Tony Azzarelli has more than 25 years experience in the telecommunication sector, with senior appointments at OneWeb, the UK regulator Ofcom, Inmarsat, The Boeing Company, the European Space Agency and ICO Global Communications, as well as working as an independent consultant in the regulatory field.

In his professional work, Tony has strived to initiate, develop and promote global harmonised policies for space and terrestrial wireless technologies. He has participated in international regulatory forums, such as the International Telecommunications Union, International Civil Aviation Organization, International Maritime Organization, European Conference of Telecommunication and Postal administrations (CEPT), and European Telecommunications Standardisation Institute, and led European regulatory groups within the CEPT in preparation for the ITU World Radio Conference in Geneva.

Tony has a Doctorate in Electronic Engineering from the Polytechnic of Turin, along with a Master of Business Administration, a Certificate from the International Space University, and has attended the Air and Space Law (LLM) at the Institute of International Law, Leiden University.

Dr Laura Roberti is Director for Regulatory and Market Access in Inmarsat. She is responsible for licensing and authorisations in Asia-Pacific and participates in related ITU-R work. She has a PhD in Electronic Engineering from the Polytechnic of Turin (Italy) and many years of experience working in the telecommunication industry and academia.

Jitendra Singh is working with Qualcomm since 2009. His responsibilities include interfacing with regulatory and policy making agencies in the region on behalf of Qualcomm. Jitendra has more than 30 years of experience in the field of communications management. Prior to his appointment at Qualcomm he served in the government. He has been actively involved in National Working Groups of the ITU-R in India and has been a key contributor in all the Standards related activities of the Industry. This includes the advocacy and planning of identification of additional spectrum for IMT and mobile broadband at various forums – National as well as Global. He had been an active contributor by introducing a number of papers in ITU-R on behalf of India. He plays a key role in APT region telecom industry coordination activities. He is part of many industry associations. He has created and submitted many spectrum policy related papers in ITU and APT on behalf of India. He also heads GSA India team.

Mr. TIlak Raj Dua is the Director General, TAIPA and Chairman ITU-APT. The total experience of Mr. Dua accounts to more than 35 years in the telecom sector. His experience includes all facets of telecom be it Product Development, Business Development, Telecom Licensing, Regulatory issues with respect to interconnection / roaming / unified licensing and infrastructure sharing / Mobile Number Portability, Spectrum Management, Spectrum Related Issues Like Spectrum Pricing, Efficient Utilization and Spectrum reframing, finalization of joint ventures, Technical collaboration, Introduction of new product, Launch of cellular services in India and finalization of licence agreements / interconnect agreements etc.

Over the years in the industry, Mr. Dua have held prestigious positions as Director in leading telecom companies like Bharti Airtel Ltd., Shyam Telecom Ltd., Cellular Operators Association of India (COAI), Vice Chairman and Global ICT Standardization Forum for India.

Mr. Dua is an engineering graduate with diploma in Business Management and export Marketing.

Prof. Goyal, Senior Telecom Professional is Post Graduate in Science with experience of about 43 years in Telecom/IT.

He is President, CMAI Association of India (CMAI), which is India largest ICT association of India with 48,500 members and 54 MOU partners worldwide. Prof. Goyal is the only person in the world having joined five consecutive years the Ribbon Cutting and inauguration of world’s largest Consumer Electronic show called CES, Las Vegas.

CMAI is also known as organizers of ICT World Communication Awards, National Education Summit and Awards, Global ICT Forum, training and formation of Cyber Security-Ethical Hacking and safe web development. CMAI has so far trained more than 10,000 delegates in Cyber security and CMAI interacts with more than 1,00,000 Educational Institutes. Chairman Emeritus of Telecom Equipments Manufacturers Association of India (TEMA); Vice Chairman, ITU APT India; Chairman CTIA, India; Ambassador for India and South Asia, Commonwealth Telecom Organization, UK; President Cyber Security Association of India( CSAI); President Association of Educational Institutes and Universities( AEIU); and is actively involved in policy formulations and development of industrial policies specially related to telecom, mobile, cyber security, ICT, education and skills development sector. He is member of about hundred committees/groups formed by Government in this behalf. He is also Member Governing Council, Government of India, Telecom Equipment & Services Export Promotion Council, to promote exports under Ministry of Commerce and Industries and Chairman of India Trade Promotion Services, Dubai.

Vikram, is the Deputy Director General, of the COAI. This is India’s leading industry association for Telecom, Broadband and Digital services. In his current assignment, he works extensively on telecom and broadband policy, regulatory compliance aspects. He works closely with senior government officials and private sector executives to further augment mobile, broadband and digital services business. He interacts extensively with the ICT industry leadership and senior officials at DoT, MeitY & TRAI and other government offices for regulatory and policy matters. He is a member of the Joint Working Group on Cyber Security chaired by Deputy National Security Advisor. Is a frequent speaker at Cyber, and Telecom Network Security workshops / conferences. An active member of Telecom and Broadband Committees of national industry associations - CII, FICCI, Assocham, TSDSI Committees. He participates in many International Workshops / conferences being conducted by ITU, APT etc. He is a non-executive director of the Board of the Global Certification Forum.

He was the Chief Regulatory Relations (CRO), with TATA Teleservices Limited from 2008-10. Earlier he was with the Confederation of Indian Industry (CII) as their Chief Information Officer (CIO) for three years (2005 - 2008). Prior to that, he served in the communications arm (Signals) of the Indian Army (for a tenure of 24 years), from where he took voluntary retirement in 2005. He is an alumni of the NDA, Kharakvasla.

Vikram did his Masters in Technology from the IIT Kharagpur in Electronics and Communication Engineering with a specialization in Microwave Engineering.

Mr. Pawan Garg is former Wireless Adviser to the Government of India (head of national spectrum management organization) and was internationally elected Member* of the Radio Regulations Board (RRB) of International Telecommunication Union (ITU), Geneva from 2006 to 2014 (elected as Chairman of the Board for 2013). ITU is the specialized body of UN system for ICT issues.

Mr Garg has more than 45 years of experience in spectrum management and planning of various radiocommunication services – both terrestrial as well satellite based services. Also during his term as Wireless Adviser to Govt. of India (2002 – 2008), exponential growth of cellular mobile services took place in India and achieved the critical mass for further large growth.

Mr. Garg has widely traveled since 1980 and represented India on the Governing Council of ITU. He has chaired as well as spoken at large number of national and international conferences in his field and published many papers on related issues.

Diwakar Sharma has 18 years of experience in telecom and embedded domain specific to 3G, 4G, 5G and IoT. He has been instrumental in seeding system engineering, LTE and 5G incubation projects in SRI-B. He has more than 30 patents, 7 research papers published at IEEE conferences, and 10+ 3GPP Standard contributions in physical layer, MAC and systems area. He was leading technical efforts of System engineering in analyzing baseband and RF performance issues in commercial devices. He is currently contributing in spectrum and sharing study efforts in SRI-B standards team. He has specific research interest in application of signal processing in PHY, MAC and cross layer aspect of cellular wireless.

Sathya Narayanaswamy is Country Manager, India for Viasat, a global broadband and satellite communications company. He is responsible for business development in India, and also growing the Viasat India R&D center, which he helped establish. In a previous role, Sathya also worked in Viasat’s COMSAT Labs division and was in the original design team for the Linkway product line. Sathya has also held other roles in Cisco, and Lucent.
