Mr. Bharat Bhatia has over 43 years of experience in Telecom and ICT policy, regulations and spectrum management.

Mr. Bhatia is the President of ITU-APT Foundation of India and the founder President of the Core Group of Telecom Industries Association of India (CTIA).

Mr. Bhatia currently heads International spectrum and Regulatory team at Motorola Solutions’ Government Affairs and leads a global team of Spectrum and regulatory resources in Motorola Solutions.

Mr. Bhatia is also the Chair of the Public Safety and Disaster Relief communications -PPDR working group under the ITU-R study group 5D .as well as the Chair of the APT Task Group on -PPDR and Earlier he was also the President of TEMA (Telecom Equipment Manufacturers Association of India) and a Vice President of Association of Telecom Industries of Singapore (ATIS). Mr. Bhatia is an expert on spectrum, ICT Policy, Regulations, public safety and emergency and disaster relief communications. Mr Bhatia works closely with many Asian, European and African governments on issues of Policy and regulations concerning PPDR, Spectrum, ICT technologies and services. Mr. Bhatia has attended all world radio Conferences for last 20 years as well as all meetings of ITU and APT related to mobile services and IMT.

Ram Sewak Sharma (born 1955) is an Indian bureaucrat. Currently, he is the Chairman of Telecom Regulatory Authority of India(TRAI). Prior to this assignment, he swore as the Secretary, Department of Electronics and Information Technology (under Ministry of Communications and Information Technology, Government of India). He belongs to the 1978 batch of the Indian Administrative Service.

Mr. Nikolai Vassiliev is the Chief, Terrestrial Services Department in the Radiocummunication Bureau, ITU.

He obtained his Master’s degree in radiocommunications in 1985 and MBA in management in 19992. From 1985 to 1996 he worked at different positions in the National Frequency Centre of Russia and in 1996 joined the Radiocommunication Bureau of ITU. His current responsibilities cover spectrum management for terrestrial radiocommunication services, application of the regulatory and operational procedures of the Radio Regulations and regional agreements, providing technical assistance to ITU administrations.

At the international level, he participated in 11 world and regional radiocommunication conferences (since 1992) and numerous spectrum management meetings of APT, ATU, CEPT, CITEL and RCC countries.

Kohei Satoh joined the Electrical Communication Laboratories, Nippon Telegraph and Telephone Public Corporation (NTT), Japan, in 1975, and transferred to NTT Mobile Communications Network, Inc. (NTT DOCOMO) in 1992. Since 1975, he has been engaged in the research on radio propagation for satellite communication systems, research and development of mobile satellite communications and mobile communications systems. After 1985, he has been also engaged in standardization activities of mobile satellite services in ITU-R and international alliance activities for IMT-2000.

In July 2002, he moved from NTT DOCOMO to the Association of Radio Industries and Businesses (ARIB). He is now an Executive Manager on Standardization of ARIB, and his current job is to promote R&D and standardization activities for the 5th Generation Mobile Communications System. And, he is Chairman of APT Wireless Group and Secretary General of the 5th Generation Mobile Communications Promotion Forum (5GMF).

Dr. Satoh is a member of the IEEE and the Institute of Electronics, Information, and Communication Engineers of Japan, and a Fellow of Wireless World Research Forum.

Steve Green chairs ECC PT1, which is the leading group in Europe on IMT matters and is preparing CEPT positions on WRC-15 agenda items 1.13, 9.1.1, 9.1.2 and 9.1.8. Steve is a Principal in the Spectrum Group at Ofcom in the United Kingdom, where he leads on international activities of the Spectrum Technology, Engineering & Enforcement team. He has been involved in mobile communications for over 15 years at Ofcom and its predecessor.

Mr Henry Foo is currently the Senior Assistant Director in Policy, Regulation & Competition Development Group in the Infocomm Media Development Authority (“IMDA”). Currently, he oversees the regulatory technology team that is responsible for assessing and developing regulations for technologies.

Previously, he is responsible for spectrum planning and programmes where he is responsible for the strategic reviews of wireless demands as well as the formulation of spectrum policies and frameworks to ready Singapore for emerging technologies. He also led in preparing Singapore for the international meeting such as the WRCs (“World Radiocommunication Conferences”) of the ITU (“International Telecommunication Union”).

Prior to joining the IMDA in 2007, Henry was at MNC companies for more than 5 years, as an engineer. He holds a Bachelor of Engineering (Electronic and Electrical) and an MBA.

Mr. Yonghun Cho is Assistant Director at Spectrum Policy Division, Radio Policy Bureau, Ministry of Science and ICT. He completed his B.E. degree in Electronic engneering from Hanyang Univ. His work history:

2017 onwards Spectrum Policy Division, Radio Policy Bureau, Ministry of Science and ICT with responsibility of Mobile telecommunication spectrum. He participated in preparation for 5G spectrum auction that was held on June 2018.

Dr. Jeon is currently a Director at Samsung NW Business division, responsible for 4G RAN technology and 5G evolution.

He has over 11 years’ strong experience in the mobile/wireless technology industry. He started working at Samsung Electronics in 2008 in research and development of WiMAX and LTE base-stations mainly focused on interference mitigation, system analysis and standardization. In October 2017, he joined India Project Office, Mumbai and leads RAN technology for 4G and 5G for India market.

He holds a Doctorate in Electrical Engineering and Computer Science at Seoul National University in Korea.

Juyeon Song (jysong@samsung.com) is a Director at Samsung Research of Samsung Electronics, where she is leading a global team of spectrum and regulatory policies including activities on ITU-R, IEC, APT, 3GPP RAN4. She has 19 years’ experience in spectrum and regulation of mobile telecommunication, working closely with regulators around the world. She is currently focusing on 5G such as spectrum, technical rule for regulation, 5G RF human exposure, 5G RF standardization at 3GPP RAN4.

She joined Samsung Electronics in 1999 and has been working on spectrum regulation, standards strategy and government affairs. She was a chairperson of Vision SWG in the ITU-R WP5D for 5G Vision from 2012 to 2016 and also chaired Technology WG in APT Wireless Group from 2010 to 2013. When she worked in Samsung Research America, located in Texas US, from 2013 to 2016 to manage standards projects of wireless communication, multimedia and convergence, she was also involved in FCC Advisory Committee for WRC-15 preparation.

She received M.S degree in computer science and B.S. degree in mathematics from Sogang University, Republic of Korea

Mr.S.Sayeenathan is currently Associate Director (Frequency Management) in Satcom Programme office in ISRO HQ heading the group in charge of national and international orbit-spectrum coordination and regulatory aspects related to all ISRO programmes. He has more than three decades of experience in this area. In this capacity, he was involved in finalization of orbital location and frequency bands for all ISRO missions in the areas of communication, broadcasting, navigation, mobile, meteorological, remote sensing and space science missions including Chandrayaan, Mars Orbiter Mission and launch vehicle missions of ISRO. He has also served as Associate Director of Satellite Navigation Programme at ISRO HQ. during 2012-16.

He was responsible for advance planning for orbit-spectrum resources, carrying out intersystem compatibility coordination with other countries and securing the rights for orbit-spectrum resources under the framework of regulations of International Telecommunication Union (ITU). At ITU level, he has represented India at all World Radio Conferences (WRC) for the past two decades and other ITU and APT meetings and Space Frequency Coordination Group ensuring protection of orbit-spectrum rights of India for all space services.

He has served as member of international regulatory committee and co-chairman of the technical committee During the regulatory and technical preparatory process for World Radio Conferences, At national level, he has contributed extensively in the deliberations of national regulatory bodies like National Frequency Allocation Plan (NFAP) forum and Telecom Regulatory Authority of India (TRAI) and other policy and regulatory forums for protection and availability of frequency spectrum for India’s current and future space missions.

In the ground system area, he has contributed towards national level frequency coordination of satcom and TTC earth stations and radars in various bands, and resolution of interference. He also provided support at national and international levels for protection of spectrum required for Radio Astronomy service in India and was instrumental in obtaining regulatory protection to Giant Metre Wavelength Radio Telescope (GMRT) at Pune established by TIFR. Mr. Sayeenathan is an expert on satellite spectrum aspects, regulations and intersystem compatibility and coordination. Over the years, he has contributed several regulatory papers to World Radio Conference, Asia Pacific Telecommunity (APT) and Space Frequency Coordination Group (SFCG). He has Master’s degree in Communication Systems from Madras University.

Dr. Hiroyuki Atarashi is Senior Manager of Radio System Group, Radio Access Network Development Department in NTT DOCOMO, INC. He has been working for various spectrum matters in ITU-R, APT and also in Japan.
He is a vice-chairman of ITU-R Study Group 5.

Hakan Ohlsen took his Ph.D. degree in Solid State Physics at Uppsala University in 1986, continued with research at the Swedish Institute of Microelectronics in Stockholm, and was in 1990 appointed an Associate Professor at Uppsala University. He joined Ericsson Sweden early in the year of 1995 working with radio interfaces for the 3rd Generation/IMT-2000 mobile systems and spent three years at the Ericsson office in Japan participating in the early standardization of WCDMA as well as in the set-up of 3GPP in the ARIB delegation. Since 1999 he has been at the Ericsson Headquarters with focus on access standardization strategies. In 2004 he was elected Vice-Chairman of the ITU group responsible for IMT and its evolution (today WP5D). Currently Hakan Ohlsen position is Director, Spectrum and Radio Technology in the Ericsson Group Function Technology, and is based at the Ericsson Hanoi office.

Ravi Gopalan, Senior Director, Intel, heads the cellular modem firmware team for Intel’s Communication and Devices Group(iCDG). His responsibilities include design, development of firmware to cater to Physical layer functionality of all cellular Radio Access Technologies(2/3/4G/C2K/TD-SCDMA/5G-NR). He also drives architecture efforts for Intel’s cellular modem architectures and has done so for the past 5 generations of Intel’s multi-mode modems largely focusing on driving Power, Performance and Area(PPA) metrics. He has special interest in interference cancellation algorithms and power amplifier designs. Prior to Intel, Ravi worked for Qualcomm and drove the PHY control software group for cellular modems. He has a Bachelor of Engineering degree from Osmania University and a Master of Science from Michigan State University. In his free time he likes reading up on Macro Economics and go hiking.

Vikram, is the Deputy Director General, of the COAI. This is India’s leading industry association for Telecom, Broadband and Digital services. In his current assignment, he works extensively on telecom and broadband policy, regulatory compliance aspects. He works closely with senior government officials and private sector executives to further augment mobile, broadband and digital services business. He interacts extensively with the ICT industry leadership and senior officials at DoT, MeitY & TRAI and other government offices for regulatory and policy matters. He is a member of the Joint Working Group on Cyber Security chaired by Deputy National Security Advisor. Is a frequent speaker at Cyber, and Telecom Network Security workshops / conferences. An active member of Telecom and Broadband Committees of national industry associations - CII, FICCI, Assocham, TSDSI Committees. He participates in many International Workshops / conferences being conducted by ITU, APT etc. He is a non-executive director of the Board of the Global Certification Forum.

He was the Chief Regulatory Relations (CRO), with TATA Teleservices Limited from 2008-10. Earlier he was with the Confederation of Indian Industry (CII) as their Chief Information Officer (CIO) for three years (2005 - 2008). Prior to that, he served in the communications arm (Signals) of the Indian Army (for a tenure of 24 years), from where he took voluntary retirement in 2005. He is an alumni of the NDA, Kharakvasla.

Vikram did his Masters in Technology from the IIT Kharagpur in Electronics and Communication Engineering with a specialization in Microwave Engineering.

Dr Laura Roberti is Director for Regulatory and Market Access in Inmarsat. She is responsible for licensing and authorisations in Asia-Pacific and participates in related ITU-R work. She has a PhD in Electronic Engineering from the Polytechnic of Turin (Italy) and many years of experience working in the telecommunication industry and academia.

Daniel C.H. Mah is Vice President, Legal & Regulatory Affairs, at SES, a global satellite operator with over 70 satellites in geostationary and medium Earth orbit. He is responsible for SES’s regulatory and policy activities in the Asia-Pacific (APAC) and Europe-Middle-East-Africa (EMEA) regions. Mr. Mah has over 15 years of experience in the satellite and telecommunications industries, and holds a Doctorate and Master’s Degree in Law from Stanford University in California, and a Bachelor of Laws from Murdoch University in Western Australia.

K Krishna is the Vice President and the Chief Technology Officer of Hughes in India. He has been with Hughes and the Satellite Industry for more than 25 years. He has been one of the founding members of the India operations of Hughes. He is responsible for the technology roadmap of the Company and spearheads the various strategic initiatives of the Company. He also heads the defense business for Hughes. He also plays the role of a Chief Regulatory Officer. Krishna represents Hughes and the Satellite industry in various forums. He is Co-chairman of the Satellite Committee for Broadband India Forum and active member of Society for Satellite Professionals International. In addition to this, he also represents the Global VSAT Forum in India. He activitely drives the IT direction for the company.

Mr. TIlak Raj Dua is the Director General, TAIPA and Chairman ITU-APT. The total experience of Mr. Dua accounts to more than 35 years in the telecom sector. His experience includes all facets of telecom be it Product Development, Business Development, Telecom Licensing, Regulatory issues with respect to interconnection / roaming / unified licensing and infrastructure sharing / Mobile Number Portability, Spectrum Management, Spectrum Related Issues Like Spectrum Pricing, Efficient Utilization and Spectrum reframing, finalization of joint ventures, Technical collaboration, Introduction of new product, Launch of cellular services in India and finalization of licence agreements / interconnect agreements etc.

Over the years in the industry, Mr. Dua have held prestigious positions as Director in leading telecom companies like Bharti Airtel Ltd., Shyam Telecom Ltd., Cellular Operators Association of India (COAI), Vice Chairman and Global ICT Standardization Forum for India.
